If you’re outside Canada, you can order gcms notes by authorizing a Canadian citizen, permanent resident, or someone physically present in Canada to submit the request on your behalf. This requires filling out and signing the IMM 5744 Consent Form and providing it to your representative, who will then order GCMS notes through the IRCC ATIP portal.
